Karen Carlton
Commissioner for Public Appointments in Scotland and Independent Board Member, BTSR

Karen Carlton is Commissioner for Public Appointments in Scotland and a member of the board of Trustees of the Royal Zoological Society of Scotland. In addition, Karen is a member of the selection panel for the BBC Scotland's Audience Council. Karen's career spans both the private and public sectors, in the UK and abroad. Prior to taking up her role as Commissioner, Karen was Managing Director of a firm of management and organisation development consultants, part of a global group, and was the first Executive Director of Investors in People Scotland. Karen is a Chartered Fellow of the Chartered Institute of Personnel and Development and is also a fellow of the Royal Society of Arts.

Debbie Carter
Editor, Training Journal

Debbie Carter has been the Editor of the UK’s premier magazine devoted to workplace learning and development for eight years. In that time, she has developed and strengthened the magazine’s brand through the introduction of workshops aimed at providing valuable CPD for the readership, a successful awards programme and a yearly conference aimed at delivering and celebrating best practice. In 2007, Debbie initiated a research project with the Institute for Employment Studies, entitled Learning and Development 2020. This on-going project is exploring the future of workplace learning with the aim of providing L&D specialists with the skills and knowledge to deal proactively with an ever increasingly fast changing and competitive workplace.

Julie Dark
Head of Partnerships, Operations, Schemes & Communications, BBC Academy

The BBC Academy delivers multi-media training across journalism, production, creativity and leadership for the BBC and wider broadcast industry and Julie is responsible for PSB partnerships, training operations and the BBC’s trainee schemes as well as for internal and external marketing and communications. Prior to joining the BBC Academy earlier this year, Julie set up and ran BBC Information, the service which interacts with the audiences; she headed up operations in BBC Audiences Research; transformed the BBC’s Annual Report and managed other major change projects within the BBC. Prior to her career at the BBC, Julie worked for American Express and Shell UK.

Leslie Kelly
Commercial Policy team, Content and Standards, Ofcom

Leslie’s role within the Commercial Policy team at Ofcom comprises contact with broadcast stakeholders with particular emphasis on access services (subtitling, signing and audio description on television) and providing advice on advertising rules. Leslie has previously worked for an independent production company and for a business and leisure periodicals publisher.

Lisa Kerr
Director of External Affairs, RadioCentre and Independent Board Member, BTSR

Prior to joining RadioCentre, the venture which promotes and represents commercial radio in the UK, Lisa was Managing Director of a large group of local radio stations and was an award-winning radio presenter and producer at Radio Forth and Classic FM. A graduate of the University of York’s music department, Lisa previously served on the Boards of the Salisbury International Arts Festival and the Canterbury Festival. Lisa is a Director of the Broadcasting Council for Advertising Practice, serves on Skillset’s Sector Board for Radio, is Vice Chairman of Scottish Opera and a Governor of Gordonstoun Schools.

Kate Kinninmont
Chief Executive, Women in Film and Television (UK)

Kate began her career in adult education as a Tutor Organiser for the WEA, before joining the BBC. As an award-winning TV producer and director, Kate has filmed all over the world – first for the BBC, later as a freelancer, then as an independent producer. She is a member of the NUJ, BAFTA, RTS and the Directors’ Guild of Great Britain. Women in Film and Television is the premier membership organisation for women in the creative media, which for almost two decades has been supporting women in the industry via networking, masterclasses, mentoring schemes, campaigns and research, training events, conferences and the annual WFTV Awards. WFTV(UK) is part of WFTV International which has 10,000 members worldwide.

John McVay
Chief Executive, Pact

John McVay has been involved in programme making as a producer, consultant and trainer since 1986. Prior to becoming Chief Executive of Pact, he held positions as the Director of the Research Centre for Television and Interactivity, where he developed the concept for Cross Creatives, now Content Lab and was Director of Training and Education at Scottish Screen. John is a Board Member of Skillset, Chairman of the Skillset Investment Committee and a Governor of the National Film and TV School.

Nigel Paine
Strategic Adviser on Leadership and Talent Development

Following stints as a CEO, Head of Science Year and Head of People Development at the BBC, Nigel Paine is now working with companies on their development and talent strategies. Nigel is a great communicator and profound thinker about what makes contemporary workspaces tick and what businesses need to do to survive in the 21st century. He specialises in developing leaders; building learning organisations; getting the best out of staff and developing strategies for retention and development of key people within organisations. A coach, mentor, writer, broadcaster and keynote speaker of international acclaim, he is currently working in Europe, the US, South America and Australia on a variety of assignments making work more creative, innovative and aspirational and making workplaces more conversational, team-based and knowledge sharing.

Jo Taylor
4Talent Manager, Channel 4

4Talent’s aim is to develop and support creative talent at different stages of their careers, reflecting multicultural Britain and a multi-platform industry. Jo Taylor joined Channel 4 in 2007, having previously worked as Head of Production Talent at Optomen Television, where she was responsible for recruiting and head hunting talent for their production portfolio. Prior to these roles, Jo’s experience was in Factual Television. She was a managing editor of the BBC’s Documentaries and Contemporary Factual department, which involved the management and career development of 500 production staff. She started her career as a production manager and production executive in the Consumers and Investigations unit which produced programmes such as Watchdog, Rogue Traders, Rough Justice

Gary Townsend
Executive Director of Corporate and Business Affairs, Skillset

As Skillset’s Executive Director of Corporate and Business Affairs, Gary is responsible for the communications strategy, including corporate and public affairs, brand management, press, PR, marketing and events. He is also responsible for human resources and organisational development and leads on business planning and strategy. He is a Fellow of the Chartered Institute of Marketing, a Charter Marketer and a qualified Professional Executive Coach and Leadership Mentor.

Stephen Whittle OBE
Chairman, BTSR

Stephen Whittle was Controller Editorial Policy at the BBC from 2001 to 2006 and prior to that was Director of the Broadcasting Standards Commission. His career spans programme production, journalism and training. He is a visiting Fellow at the Reuters Institute of Journalism at Oxford University and is a member of the board of the Solicitors Regulation Authority and a member of the Governing Body of the General Medical Council. He is also Expert Adviser to the Council of Europe on media issues. He was awarded an OBE for services to broadcasting in 2006.

Peter Block
Executive Director, BTSR

Until joining BTSR, Peter managed a global department in the Business Consulting Services of IBM. Previously, he held several posts in PricewaterhouseCoopers Consulting including that of Principal Consultant in the Entertainment & Media Practice. He is visiting Fellow in Media Management at the University of Hertfordshire Business School and a Governor of Oaklands College of Further Education. He established and managed a BA and MA in Media Management at West Herts College and his text “Managing in the Media” was produced to support these programmes. Starting his broadcasting career as a trainee with Thames TV, he worked as studio engineer, sound engineer and production manager. He eventually owned and managed three production companies specialising in location recording, computer graphics and post production.
